The resolution is a modest respectful ask. It recognizes federal jurisdiction over the Outer Mole, imposes nothing on the Navy, and requests only voluntary cooperation. The voters already decided. In 2013 and 2020, supermajorities of Key West voters passed four binding referendums limiting large cruise ships. This resolution asks the Navy to respect that. It continues what the Commission already started. Resolution 22-073 passed unanimously in 2022 and explicitly called for Navy coordination. This follows through on it. It protects our water and reef. Key West's economy depends on clean near-shore waters — a priority the City already wrote into Chapter 80 of its ordinances. Anything else you'd like to add? (optional)
